Abstract

Algeria, heavily dependent on hydrocarbons, faces increasing economic vulnerability, highlighting the need for strategic diversification. This research analyzes the role that Algerian universities can play in this process, particularly through education, innovation, and entrepreneurship. Based on the theory of endogenous growth (Romer, Lucas, Barro), the study emphasizes the importance of investment in education and R&D. The case of Mouloud Mammeri University, through its various support structures, is examined to assess the impact of the incubator and support systems on the entrepreneurial ecosystem. A quali-quantitative approach is adopted to identify the key drivers and obstacles to this contribution. The results show that universities can foster the emergence of innovative start-ups. University-business collaborations are essential to this dynamic. Strengthening tailored training programs and applied research is recommended. Thus, the university becomes a key actor in the country's economic resilience.
