This study examines the role of civil society organizations as catalysts for human resource development from a contemporary psychological perspective by highlighting their contributions to human capacity building and the development of psychological resources that support performance and active participation in development. Using a descriptive-analytic approach, the study draws on relevant scholarly literature and prior research. It examines the psychological approach to human resource development and its foundations, emphasizing the development of self-efficacy, motivation, psychological resilience, and psychological capital as essential components of human resource development. It also reviews the principal contributions of civil society organizations through training, capacity building, empowerment, volunteerism, and the development of social capital. In addition, the study discusses the principal challenges these organizations face and considers future directions for strengthening their roles amid digital transformation and the demands of sustainable development. The study concludes that enhancing the effectiveness of civil society organizations requires an integrated developmental approach that combines the development of professional competencies with the strengthening of psychological resources and institutional partnerships. Such an approach can contribute to developing a more competent workforce capable of responding to the demands of contemporary development.
