The Role of Judicial Governance in Combating Administrative Corruption:A Study of Activation Guarantees in Light of Digital Transformation

This study examines the role of judicial governance in combating administrative corruption in light of digital transformation, by highlighting how digitization can enhance transparency and procedural traceability, while also raising risks related to data manipulation and weak cybersecurity. It focuses on the Algerian experience in modernizing the justice sector, with reference to the French and European experiences, in order to identify the legal, institutional, and technical guarantees needed to make judicial digitization an effective anti-corruption tool rather than a merely formal modernization of procedures. The study concludes that the effectiveness of such governance remains dependent on the integration of legal rules, technical infrastructure, and human competence within the justice system.
